You were standing in the locker room and I tried to talk to you, but you wouldn’t even look at me. Your face was all fucked up. I don’t think I did all of it.
“And you just looked at me and I just wanted to know what you’d seen. I wanted to know if you knew what we did, but you just looked and you were so close, and I just—”
Steve closed his eyes, screwed them shut like he could block out a memory Billy didn’t remember. He licked his lips and said, “You were standing so close to me and it felt like something I should do. And you kissed me back. Billy, you kissed me back. And then you just walked away.”

Harrington smiles a winning, beatific, smug prick of a smile. Leans in close and magnetizes Billy into his orbit, gives him a supersized dose of oxygen. Billy is Billy again and he tries to mirror the look. The pleased self-assuredness.
“Then let me push it for you,” he whispers and Billy is nodding, is gone, is fucked in the head.

“I didn’t raise a sissy!” His dad’s voice echoes in his head whenever he was at the high school’s gym eyeing the strong muscular bodies of his classmates, lifting weights, running, flexing. What he could do with someone that flexible…Sneaking out into the seemed like a good idea. He told dad he was at a concert. Rock music, not a searching for the gay clubs he heard about from his friends.

Steve liked to explain away this...situation he'd got himself into with Billy Hargrove as merely sexual tension working itself out. Two single guys, lotta tense history, a hot summer - just simple logic really.
But that didn't quite explain why his pillows were starting to smell like stale chlorine and cheap sunblock, or how that Scoops loyalty card suddenly appeared in the Camaro glovebox.

"If you love him, then leave." Owens stated. "You being here might trigger real memories and the mental trauma could--"
"I can't say goodbye to Billy again." he whispered. "I-- I won't."
"You're making a mistake."
"Stay away from us." Steve stepped away from the doctor. "I'm not losing Billy again, so stay the hell away."

Summary
Billy never claimed to be a perfect brother. Most days he wouldn't acknowledge that he was a brother at all. In fact, he was more than happy to completely disown Max for the rest of his life after she plunged that needle in his neck. But there was something about the outright hatred in Max's eyes whenever she looked at Billy that had him second-guessing his decision.
And worst of all, he couldn't understand why.

“But I...?” Hargrove asks, after long enough for Steve to go nose-blind to the furyragekillmaimkill scent, the Alpha’s jaw set and hands clenched in his pockets and eyes so easy, so blue, so- pretty. God, Steve should stop looking. Should look away, any second now. “Spit it out, doe-eyes. Don’t got all day.”
God, he has to stop looking at him.
“You call me Captain,” Steve answers, finally breaking eye contact to look instead at Hargrove’s fingers flicking his lighter again and again. Steve hopes the words say what he can’t: you were kind to me. From the way his fingers still, and the soft, barely-there pleased surprise blooms in Hargrove's scent beneath the rage, Steve thinks they might.
Or: Billy moves to the deadest part of the United States, meets the prettiest boy he's ever fucking seen, starts writing poetry, and everything - literally everything, from common courtesy to the food chain in Hawkins to his already-rocky home life to something so basic as his secondary gender - goes to fucking shit. For the better. Steve has panic attacks, spends most of his time alone, and swallows everything he's ever felt on reflex. And then he meets Billy, and everything gets, well- better. Much better.
