Gordon pulled out his still-smoking cigar and relit it. Then he answered Bruce's unasked question, "Some of the guys found an empty water tank left behind the circus tent, scratches all up the inside. Castillo thinks they might have had real mers, not like we have. But if they did…I pray for those animal's souls they were dead before they could hit the water."
Gordon glanced into the blank eyes of Batman's cowl. "Lord knows there hasn't been a real mer in Gotham since the Waynes died."

Gordon was right, when he said there hadn't been a mer in Gotham since his parents died. Following their deaths, there was no one left to fund the city's safe disposal of chemical waste. The unique mix of off-brand fear toxins, Joker venom sludge, Bane's failed venom batches, and every bit of factory run-off from the last twenty years had ruined Gotham Bay for good, turning what was once a protected species into monsters. Batman wasn't strong enough to stop it.
Then Bruce finds something in the pipes.

If she’d known the cowl came with a certain moralizing little bird following her around — well, she probably still would’ve done it, but it would’ve been nice to know in advance.

Tim had never thought of himself as young.
By the time Robin came around, Tim hadn’t carried himself like a child in a long time. Robin wasn’t a kid, he was a hero, defender of the innocent and Batman’s trusted partner. It was a job and Tim treated it like one, never slacking off or playing around. Bruce trusted him with the responsibility because he knew Tim could handle it.
Which was why, after Bane broke Batman’s back and put him out of commission, Bruce trusted Tim with Gotham. He trusted Tim to watch over Jean-Paul Valley as he handed him Gotham.
