A second of silence passes as Newgate and Makino stare at each other. Newgate knew she was doing her job, caring for Luffy, and making sure that he was safe. But he couldn't help but feel a little offended. He would be a fool to risk his Family.
"Say what you must, but I assure you I love my family rather than being a fool who would endanger them.” He smiles. “Luffy is safe and welcome here.”
For now, that’s enough for Makino to hear.
or Luffy's parents die and Garp is given custody. After Garp gets arrested for abuse, Luffy gets bounced around in the foster system. Eventually he makes it to Newgates.

closed off, quiet, and would try his best to not interact with anyone.But a few weeks ago, maybe two months? He seemed to have done a complete 180, he smiled more than twice a week now so something was definitely off.
But every time his siblings tried to pry he'd say the same thing "Can't I just be happy?" No. Because he was Ichiji, he was everything but sunshines and rainbows.All that in mind, there was only ONE solution- his siblings formed a plan: stalk their brother until they found out what or who made him turn into a borderline Sanji.

But then, she notices the weirdly foreboding silence that the room suddenly seems to be plunged into. She turns to look at the captain and his first mate again, only to see the same amount of confusion on Zoro’s face as he looks down at Luffy.
Luffy, who looks a bit dazed, is staring up at Zoro without as much as a word, still as a statue. It lasts for a beat, then two, then three. From the corner of her eye, Nami can see even Robin has a slight frown on her face as she watches the captain’s unusual stillness.
Then, very very suddenly, Luffy leans in, and kisses Zoro square on the mouth.
OR
Luffy gets drunk and, subsequently, all hell breaks loose. Nami only wanted a nice spa day. She thinks she should've known better, really.

Luffy’s eyes are unfocused as he smiles at Sanji. Robin takes a measured sip of her coffee in the same amount of time it takes Luffy to bite clear through half of his sandwich.
Sanji swipes a few napkins off the table and sets about wiping crumbs from Luffy’s face. “I’m so sorry about him, Robin-chan.”
“It’s quite alright,” she says. And it is because there is something very sweet about the scene in front of her. Robin smiles. One out of seven lights click on.

Summary
The thing about Monkey D Luffy was that he just... understood. You never had to tell him how you feel, he just knew. So, of course, Luffy knew that Law loved him, it was obvious really. And Law had learned from Luffy to just take his feelings as they are. Sometimes communication is easier when you never talk.
Bepo had noticed that his captain seemed happier. It's just kind of sad that Law had to 'die' for him to understand why that is.

Bepo is no stranger to tons of people he doesn’t know constantly and unpromptedly asking him questions about his best friend.
With more years of experience than he can count on one hand, he’s sort of come to establish a bit of a “protocol” of answers regarding his best friend’s personal data and relationships status. People have always been more akin to bombarding him with the personal questions instead of the man and his intimidating aura himself, so he must stay ready.
