Fingon – Crow, they called him, and Maedhros should ask why at some point – was Sauron’s regent in Mordor, and apparently had fairly open authority as long as he ruled in line with Sauron’s general aims. Sauron’s general aims were terrible, but could be tilted better or worse. Fingon had claimed to prefer to live, to put what influence he could in place, which could be his real thoughts or what Sauron’s compulsions forced him to say or what Sauron’s compulsions had twisted him to believe were his real thoughts or only what he thought was most expedient to stop Maedhros from doing anything stupid. There probably wasn’t any way of knowing and trying to twist him into saying would be cruel, all the more so if that wasn’t what he really wanted. Maedhros of all people should know. He’d have to either kill Fingon and bet on his own power – not in particularly good shape or practice – being enough to free his spirit from Sauron, or act as though it was true.
