Okay so to start off I always hear that creating a new form isn't as hard as creating a new style so here begins my rant.
The reason a new breath is created at all is because it is easier for the user than sun breathing, the hierarchy is sun breathing is the strongest then Yoriichi himself created Water, Flame, Thunder, Stone, and Wind Breathing, all other breathing styles were further derived from these making them weaker by default because they have less sun breathing in them than the previous ones. The reason new Breathing styles are created is because the user is not strong enough to use sun breathing or the original derivations or further derivations, if you notice the only reason Muichiro was considered so great because he made a new breathing style is because of his age. Insect breathing is actually the weakest breathing style as it's a derivation of a derivation of a derivation of sun breathing! So oboro cannot be stronger than dead calm as the entire breathing style itself is weaker. Giyuu creating a new form is much more difficult as he is deriving a form from sun breathing directly because until Tanjiro only Yoriichi himself could use it.
Giyuu is one of the strongest (and most underrated in terms of power/strength) Characters in demon slayer. He solo'd Akaza for most of the fight, even Akaza himself was surprised by how long he kept up, yes he would have died had Tanjiro not finished Akaza off but he did most of the work and Akaza could hold his own agaisnt Kokushibo and by that point he became stronger than Douma because Douma cannot regenerate his head. All the other Hashira even when fighting weaker or the same demon died or barely survived. Uzui would not have won on his own, the Kamaboku squad - Kanao finished Daki and Gyutaro and later Zenitsu defeats Kaigaku, Zohakuten and Tanjiro stated, Mitsuri would've run out of stamina and died if not for the sun rising and Hantengu being killed, Obanai and Mitsuri fight Nakime but they didn't beat her, it was Yushiro who defeated her because of his blood demon art cough plot convenience *cough*, it took Sanemi, Muichiro, Gyomei and Genya all fought Kokushibo, Muichiro died quite easily, I'm not saying he's weak he justcould not keep up with Kokushibo he helped defeat him but Kokushibo beat him easily, Genya also helped but also was no match for Kokushibo, Sanemi and Gyomei fought together until Gyomei solo'd him for a while and STILL the only reason Kokushibo died was because he saw his reflection and chose not to regenerated when his head was cut off, had that not happened Kokushibo would have won, Shinobu only beat Douma because she put so much wisteria poison that when she lost agianst Douma and he ate her he got poisoned which was the only reason Kanao and Inosuke could cut his head off.
As for the fight against Muzan, the only reason they won was because they fought him until the sun rose and killed him, with help from Tamayo. Also until really important battles Giyuu doesn't give his all, he knows he's stronger than most of the demons he fights but doesn't go all out, we only see him use his potential against Akaza & Muzan. If one were to rank the Hashira Giyuu is stronger than Shinobu, Muichiro, Mitsuri and Iguro because of Breathing style and he is overall proven that he can hold a better fight than them and Sanemi is on equal grounds with him there but Giyuu would win because he can hold a fight better and has a better temperament (against demons Sanemi has a somewhat disadvantage while it can benefit him as well if a demon get's even a little blood from his wounds or smells it they get stronger or attack more harshly) and is comparatively more startegic, Uzui was a shinobi and he is shown to be weaker than Giyuu as he struggles to defeat Daki and Gyutaro without the Kamaboku squads help while Giyuu could solo Akaza for quite some time, Gyomei is debateable but I personally believe he beats Gyomei because he is shown again to be extremely great at fighting and has done the best out of all the Hashira against the Uppermoons, and was one of the only 2 Hashira (along with Sanemi) to survive against Muzan (Uzui wasn't even in that battle so he doesn't count there) and he had greater injuries.
Therefore creating a new form for a pre-existing Breathing style (especially one of the original 5) more difficult than creating a new style all together and according to me Giyuu is the strongest Hashira.
