Soulmates and quirks have always been intertwined. It is through a quirk that you can connect with your soulmate and write to each other on your skin.
That’s not to say that the quirkless population do not have soulmates as well. However, unlike those with quirks, the quirkless cannot sense the writing as it appears. They have to notice that it is there. They are able to respond through special pens that have been developed. This technology, surprisingly, cannot be used by those with a quirk.
The exception is Midoriya Izuku.
Midoriya was born quirkless, but despite the technology, he has never been able to communicate with his soulmate.
His soulmate on the other hand, was born with a quirk. He attempted to write to his soulmate, but he never received a response from Midoriya, no matter how many times he wrote. In the end, he gave up hope that he even had a soulmate. He never felt the sensation of soulmate writing that his family described to him as a child.
It wasn't until he couldn't look at it that he felt the sensation for the first time. He never got to see what that message said.
