After her discharge from the hospital, Queen asked Mickey if she could take on the role of a civilian while she recovered from her battle with Bowa. If normal duties were off the menu, learning more about the lives of those she protects would satisfy her productive obsession. Coincidentally, albeit for his own reasons, Mickey offers exactly the type of job she has in mind.
TLDR: Queen works at FOMO in the same office as X's day job. Her fixation on becoming X made little room for what can be considered a normal life, as she held no regard for a reality foreign to her goals of redefining the system. While she learns about the people around her, this mysterious colleague helps her discover her own future and aspirations outside of chasing a title. With it, the unfortunate duality of change and sacrifice.

Summary
The problem was his intent, the problem was that Queen - and thus Liu Yuwei - could not figure out for the life of hers why X would keep offering her canned drinks every time their paths crossed. She could understand the peace offering, the first time. She could not understand his persistence in doing it, when she had clearly given up on punching him on the face.
Maybe.
