At first it’s hard to say what plagues Hiromi the most: the tickle of the plaster dust in his nose and throat or the blaring klaxon of the system alarm which threatens to explode his eardrums; but as the room—his office—blurs and comes back into focus again, he reaches a conclusion:
At least he can turn the damn alarm off. That’s one point in its favor.
“Deafen alarm!” Hiromi shouts.
Another bit of plaster falls from the ceiling and Hiromi coughs from the ensuing cloud of dust. He rolls onto his side, putting himself into the Recovery Position in accordance with the Foundation Emergency Handbook: Section 2, Paragraph 4(a), and begins to Assess.
[OR: Higuruma Hiromi is the Site Director of Nihon Containment and Preservation Site 7. Unfortunately for him, it's about to be a very, very bad day.]

“Right. Sorry. Bad start,” Midoriya squeaked. Shouta could almost see the kid on the other end of the line, probably vibrating with enough nervous energy to power a small city. “Seriously, this whole t-thing was—uh, everybody’s okay. Physically! Everyone is fine. Uh—well. The property damage is... mostly covered by insurance? Probably?”
Shouta closed his eyes and leaned his head against the headboard with a dull, rhythmic thud. “Property damage. At one in the morning. On your break.”
“Just a bit?”
“What happened?” Shouta drew out the words, each syllable dripping with a bone-deep exhaustion.
“I—” A long pause followed, then a whisper so thin it barely carried through the speaker. “I got into a fight.”
“Where?”
The silence on the other end was deafening.
“Midoriya Izuku,” Shouta warned, using the kid's full name again, his voice dropping into that low, dangerous territory that usually made students scramble for cover.
“A bar,” Midoriya finally whispered.

Set in the Marvel Two-In-One period where Johnny, Ben, and Victor are out looking for Reed and his family--this would be somewhere either in the midst of all that, or toward the end when Victor & Dr Rachna got separated from Johnny & Ben--either way works.
Intentionally parallels Reed's experience in that title with the alt-earth version of Doom that he was clearly quite close to. The one who asked him not to give up on his own Victor. (Can't recommend that issue enough, btw--it's #11)
In this fic, it's an alternate version of Reed that Victor has found and... unfortunately... resonates with.
