Everyone's born with a soulmark somewhere on their body. A ring of color, which glows upon making eye contact with their soulmate. It's meant to be joyous, and simple, considering how obvious the connection is. All one need do to verify is check if their mark is glowing.
Sephiroth's soulmark is around his neck. If it starts glowing when he meets his soulmate, he's not going to see it.
