"Figures they'd pull something like this–" Cedric kicked the Cup a bit angrily, but the moment his foot made contact they were both spinning again. Cedric was tugged by the Portkey and Harry was dragged along with him because Cedric was holding him by the waist.
Basically: Instead of Harry and Cedric standing alone in the graveyard until Wormtail showed up, they're both angry enough to prevent something they hadn't even known was coming.
