Steve turned to Bucky, who was watching him warily. "I'm sorry," he said.
"You are distressed."
He snorted, covering his face with his hands. Steve rubbed them up and down vigorously before lowering them. "Something like that. Are you okay?"
Bucky leaned back against the wall, his eyes never leaving Steve. "I've always had this feeling," he said slowly. "Magnetic. Pulling me towards something. It's always been there. And then you fell into the Potomac and it went away. That's why I went after you. I just knew.. the feeling was you."
Steve softened, his vision blurring.
"I'm.. yours?"
It hit Steve that he really should have listened to what Bruce had told him, and he made a mental note to ask JARVIS to pull up the conversation later. "You are yours, Buck. You belong to yourself first. We can worry about the rest later."
OR
Steve and Bucky bond in 1942 but the serum messes with it, resulting in misunderstandings and a ton of heartache.

Summary
Bucky isn't doing too well right now. His best friend (or, the man he loved - but Bucky ain't one for dramatics, so he'll just keep sayin' friend) decided to live an entire life without him, the US government wants to imprison or kill him, HYDRA might still be around, and he's displaced in time. Again.
Good news is, he's not completely alone, at least for the moment. And when he has to go on the run again, he'll find out that help comes from the most unexpected places.

Summary
When S.H.I.E.L.D discovers Captain America in the ice in 2011, Pierce re-activates his identity and discovers that he has an Omega soulmate, a graduating James ‘Bucky’ Barnes.
Fast forward to 2013 and Steve Rogers now knows that the organisation Peggy founded isn’t the one it is today. Pierce, sensing that the good Captain might be intractable around Project Insight, decides to distract him.
The two meet. There’s an instant connection.
And as the two of them try to forge a relationship, to see if they can make this work, Steve realises that Pierce is using Bucky as a pawn in his chess game.
But who will ultimately call check-mate?

Captain America wakes up from the ice in 2013. The Winter Soldier wakes up in 2009, or rather defects from HYDRA, for a value of defect that’s closer to decimate. He ends up working for SHIELD. In April 2014, he’s assigned to Captain America’s mission as a sniper.
