Shame would indicate that Hannibal had acted in a way he shouldn’t have, or that he should have some level of guilt. While he would never say he was entirely guilt free— the concept of remorse itself was not foreign to him, merely societal standards of when he should or should not exhibit it— the idea of feeling ashamed of himself was not something Hannibal was at all familiar with.
No, shame was not something Hannibal experienced. Which was why Will Graham seemed very determined to make him experience it.
