Summary
Izuku Midoriya has a quirk named Cumulus. It allows him to generate and manipulate clouds, a very similar take to Oboro’s Cloud quirk.
Only difference is Izuku’s cloud generation relies on his own water reserves, meaning he constantly has to drink water to keep using his quirk. If he doesn’t, his hair begins to turn a stark white.
However, when Izuku shows up at UA, Aizawa and Hizashi are shocked to see the quirk that they thought died 15 years ago.
OR
Izuku has a quirk that’s really similar to Oboro’s old quirk. He causes chaos and triggers his teachers PTSD.

Huh, Izuku thought, It looks happy, free, I wish I could fly free like that.
Suddenly the door slammed open, the sound echoing around the room, making him flinch and turn to face it.Or

You don't just get to decide one day that you don't want to work with AFO, so Izuku has more scars than most 15-year-olds his age. He might not be able to speak anymore, but he did leave the encounter with a quirk, one that requires a death activation, self-death. And yes, no one else remembers when he uses it, but he does have a quirk!
Oh well, at least he can't die anymore.

Grian always loved to run. Ever since he was a little kid he always loved running. He’d run around the fields with his childhood friend for hours. He never imagined that all those years of running would actually save him.
Grian wheezes for air but never slows, knowing that the zombies on his tail wouldn't give up until he was either out of sight or dead.
He bounded through the snowy wasteland, not paying attention to the way his breath caught.
Grian needed to find a place to rest soon, his stamina might be good, but it is not good enough to be running at his current pace for so long.
He sees a small building peeking out of the haze of snow and starts hurdling toward it.

In the Fritz district, heroes weren’t the people that jumped across buildings and sat at the mayor’s feet. They didn’t put criminals behind bars or show up on TV wearing shiny colours and shinier smiles.
They were the people that kept up the codes, painting new coats when they started to fade and swapping out old ones when new residents moved in. They were the cashiers that kept track of people’s spending and turned a blind eye when a struggling Hermit snuck something extra into their pocket.
They were the people who knew the bare minimum about medicine and handed out that help like candy on Halloween.
They were the kind of person Grian was becoming.
