I don't think anyone needs to be told how horrible Fred's death was for pretty much everyone. But for George, especially, it was a living nightmare. His other half, his twin, part of himself had been ripped away with no warning, no goodbye. He has no idea how to cope with it, and to be honest, he isn't sure if he even wants to. He knows he'll never be okay. He's come to grips with that, if nothing else.
As for Fred, he may be having the time of his life. Enjoying being a ghost and the pleasures that come with it, he haunts Hogwarts like he owns it. But he's still waiting. Waiting for the day that George will walk through those doors, because it has to happen, right? And when it does, Fred will be there ready to greet him. He has no idea how much his brother is struggling, how much he's hurting. But he's about to. And he's going to do something about it when he does.
After all, they're two halves of a whole. Nothing can keep them apart. Right?
