Commander Shepard had ruined batarian slavers’ business several times now. In return, batarians put a million-credit bounty on her head. Shepard would have laughed it off, but Citadel councilors wanted to reward her for her exemplary service and she is forced to stay on the Citadel for two weeks before the ceremony. And councilors do not take her safety lightly.
