“…Olivia’s out of town,” Walker says, sounding uncomfortable. “Can I get drunk?”
It sounds like he’s asking for Bucky’s permission to do so, which is weird beyond comprehension, but before Bucky can point out his choice of wording, Walker clarifies.
“Like, am I able to? Is that even a thing anymore? Or does being a super soldier mean I’m condemned to some bitter life of sobriety now? Because that would suck.”
“…Everclear,” Bucky says stiffly after yet a few more seconds of that same awkward silence. It’s starting to feel pretty unbearable. “Two or three bottles, maybe. As fast as you can comfortably drink it before your metabolism catches up.”
“Okay, cool,” Walker says, and the line goes dead with a click.

Summary
After everything that happened, John got to keep the shield and the title. It didn't take long for him to wish he hadn't, but he marched on anyway because he didn't know what else to do; until the secret he had been protecting since he was sixteen was exposed in the worst way possible.
Bucky, meanwhile, decided to try his hand at politics; changing the system from the inside for once. He'd been running a pretty okay race until he had accidentally implied that perhaps he wasn't as forthcoming and trustworthy as the platform he'd been campaigning on suggested.
Now, John needed an alpha to "combat his natural emotionalism as an omega" as well as someone strong enough to keep him in line if he wanted to keep his job and place in the military. Bucky needed an omega to "make him appeal to more traditional values" as well as someone sturdy enough to weather the political minefield if he wanted to win the election and actually be the change he wanted to see.
Two birds, meet one stone.

After the Infinity War, the Blip, and everything that happened to undo it, fluctuations in the timeline occurred causing the infinity stones to once again come back into existence. While now less powerful they are no less dangerous and Val orders the team to secure the Lesser Reality Stone.
During this Bucky goes missing, and John joins the team in scouting around New York to find him, and so John can show him a stuffed bear he found in a shop that bears a striking resemblance to the missing man.
Little do they all know the missing man in action was under their noses all along, and looking adorable while doing it.
