Shinra doesn't need Reeve Tuisti to actually be an architect now that the Promised Land is in sight, so it's all espionage work with his robot Cait Sith, making sure AVALANCHE doesn't get too far ahead of them in chasing down Sephiroth. Which is fine. He's fine. It's not like he'd be tempted to defect for the charismatic Barret Wallace, especially after he gets stuck with babysitter duty for Barret's hostage daughter.
He works for Shinra. He doesn't have to save the Planet. Right?

Informed by one of Rex’s informer that Crosshair is up to his neck in trouble, his old team devise an emergency extraction plan. Attacking an ordinary transport convoy – apparently, they had no interest in doing anything more to transport a clone prisoner – was a walk in the park for Clone Force 99, and failure was not an option anyway.
Leaving the only other prisoner they could find with Crosshair to the Empire, even if he was an unknown reg, wasn't an option either.
Now there was nothing to do but wait for them to wake up, and hope that the reg was a little more talkative than their brother.
