After Dr. Erskine's death, the SSR races to unlock the secret of the formula so they can duplicate his success. Steve's genetic material may just hold the key. The only challenge is gathering a sufficient volume of that genetic material, but the SSR is nothing if not resourceful, and they're not particularly concerned for the comfort of the subject of their experiments.
