Zemo said he wanted to see how the new Bucky would react to the old words. Bucky thought his reaction would be little more than annoyance, but Zemo has an effect on him, and now he’s reacting to the old words in a way he never could have anticipated.
Or: Bucky’s brain is rewriting all those awful memories associated with those trigger words with new memories of Zemo and, yeah, some of them are getting pretty sexual.

Takes place after TFATWS. Zemo is let off the Raft to help Bucky and Sam with a Hydra cell and, when Sam goes to follow up on a lead, things spiral quickly out of control. At least, as far as Bucky is concerned. Zemo is perfectly content with the way things are developing.

“Soldat,” Zemo repeats again, but quieter this time, more coaxing. “Come here.”
Gun to his head, Bucky wouldn’t be able to tell you if he chose to walk back to where Zemo stood or if he had to. He stops a few feet away. Not entirely trusting himself, but Zemo just gives him an appraising smirk before saying, “Closer”.
Bucky tries to keep his face impassive, he really does, but god he wants this. Wants Zemo. And he’s pretty sure he can’t hide it anymore.
“Kneel,” Zemo says.
