Summary
If you are to send a person back in time in order to correct a fucked up timeline, then, what kind of person will you send?
It is only natural to send back someone with a lot of information on the events surrounding why the world went downhill, isn't it? And for the case of Japan's collapse under Villain rule, perhaps someone like Hawks, who was behind the infiltration of the Paranormal Liberation front, who held lots of confidential information and could actually put it into use. Or maybe Endeavor, Japan's number one hero since the retirement of All might.
So then why, when you have all of these fully-capable heroes who actually know what was going on behind the scenes and would actually know what to do, did the role of a time traveler have to fall on Kaminari Denki, UA student who has absolutely no idea about what is even happening to the world?
Maybe this hero thing isn't for him, after all.

He could just leave. Just jump up and run out, and hopefully make it to the bathroom in time before he starts to seize, but then he’d have to come back and make up an explanation. And then Cementoss will sigh in exasperation and tell Aizawa-sensei about his behaviour, and then his homeroom teacher will have to lecture him on disobedience, and Kaminari has sat through enough lectures to know that he can’t handle one today. He already feels shitty enough that he has to deal with these seizures, and being told what a shit student he is isn’t really going to boost morale.
Kaminari thinks the side effects from his quirk can't get any worse. So, obviously, they do.

Summary
Kaminari Denki doesn’t test well. Sometimes he has too much energy and reads too fast and some characters look like other characters. Sometimes he forgets which language he’s supposed to write an assignment in, and he turns in his history exam written in Korean. Sometimes a teacher is lecturing and his brain translates what they’re saying into every foreign vocabulary Denki knows and suddenly he’s too overwhelmed to finish his notes or answer the question.
By the time he entered UA, Kaminari knew Japanese, English, Mandarin, JSL, and Korean. Language and vocabulary came easy to him because people came easy to him.
