That was how it works. That was how it always was. Simple. Right up until Puffy saw her son with the same wounds as the Hero. Right up to the moment she realized what she'd done to her own child in the name of his safety.

When her underlings tell her they have a surprise for her, she didn't know what to expect. She didn't know that they would have caught the city's superhero. She didn't know that she'd walk in to them torturing her son.
